Format of Scoping Meeting / Know Before You Go:

The City anticipates significant public interest in this meeting. Attendees are encouraged to review the information below before attending.

Parking and Seating

Parking at City Hall is limited. There are additional spaces available around the Carpinteria Skatepark. Attendees are encouraged to carpool, use rideshare services, walk, bicycle, or arrive early. Please park legally and be respectful of neighboring properties and businesses.

Due to anticipated attendance, seating within the Council Chambers may be limited. Overflow accommodations, including audio and video, will be provided in the City Hall courtyard so that attendees may continue to watch and participate in the meeting.

Purpose of the Meeting

The purpose of the scoping meeting is to receive public input regarding environmental issues, alternatives, and topics that should be studied in the Environmental Impact Report (EIR). This is not a decision-making hearing on the Project.

Public Comment Format

The meeting will begin with a brief presentation regarding the proposed Project, the CEQA process, and the purpose of the EIR. Following the presentation, members of the public will have an opportunity to ask clarifying questions about the project and/or the process, and to provide comments on the scope and content of the EIR.

To help ensure that as many people as possible have an opportunity to speak, public comments will be taken in the following order:

  • Speakers with comments that can be made in one (1) minute or less (in person)
  • Speakers with comments that can be made in one (1) minute or less (Zoom)
  • Speakers with comments that can be made in two (2) minutes or less (in person)
  • Speakers with comments that can be made in two (2) minutes or less (Zoom)
  • Speakers with comments that can be made in three (3) minutes or less (in person)
  • Speakers with comments that can be made in three (3) minutes or less (Zoom)

Attendees are encouraged to prepare their comments in advance and consider whether their comments can be delivered in one, two, or three minutes. The maximum speaking time for any individual speaker will be three (3) minutes.

Additional Meeting Information

There will be no speaker slips. Written comments will not be accepted on comment cards at the meeting and should instead be submitted to TheFarmProject@carpinteriaca.gov. Speakers will be recognized and called forward in accordance with the meeting procedures outlined above.

Each speaker will be provided one opportunity to address the City. Speakers may not speak more than once, and speaking time may not be ceded, transferred, or combined with another person’s time.

Following public comments, City staff will attempt to address clarifying questions regarding the Project and the environmental review process that were raised during public comment.

The meeting will be recorded and posted on the Project webpage and the City’s YouTube page following the meeting. Written comments may also be submitted during the public comment period, which closes on July 10, 2026.

Request for a Development Plan, Coastal Development Permit, and Vesting Tentative Tract Map to construct a 191-dwelling-unit residential housing development comprised of 94 townhomes and 97 detached single-family dwellings, of which 19 townhomes and 20 single-family dwellings would be allocated to low-income households. Townhomes would have three bedrooms, and single-family dwellings would have 5 bedrooms. The Project, as currently proposed, may rely on the “Builder’s Remedy” provisions of Government Code section 65589.5, which preclude a local agency from denying or rendering infeasible a housing development project solely for inconsistencies with the City’s zoning ordinance or General Plan land use designations. The City will continue to evaluate the project for consistency with applicable federal, State, and local laws and regulations.
