The City of Carpinteria offers both the CERT and LISTOS California programs to help residents feel more prepared, connected, and confident before emergencies happen.
Through CERT, residents receive free hands-on training in emergency preparedness, fire safety, disaster response, and teamwork skills that can help support their families, neighbors, and community during emergencies.
The LISTOS California program focuses on simple, everyday preparedness by helping individuals and families create emergency plans, build disaster supply kits, and prepare for unexpected events through accessible education and community outreach.
We encourage residents to sign up, get involved, and take small steps toward building a safer and more prepared community together!
Public Safety Power Shutoff (PSPS)
Southern California Edison (SCE) may temporarily shut off power during high fire weather conditions to help reduce wildfire risk. These outages, known as PSPS events, can affect homes, businesses, traffic signals, medical devices, internet access, and other everyday services residents rely on.

Hazard Mitigation Plan
About the Hazard Mitigation Plan
The Federal Emergency Management Agency (FEMA) requires local governments to provide and maintain a hazard mitigation plan. Public Law 106-390, Section 322, commonly known as the Disaster Mitigation Act of 2000 (DMA 2000), and the associated Interim Final Rule, 44 CFR Parts 201 and 206, published in the Federal Register on February 26, 2002 establishes planning and funding criteria for states and local communities.
The City of Carpinteria’s Hazard Mitigation Plan is a comprehensive document that evaluates natural, technological, and human caused disaster impacts on the public and local government. It also identifies resources and capabilities and proposes mitigation actions or projects to reduce future impacts. The Hazard Mitigation Plan identifies potential hazards that could impact the City and assists emergency management staff with response planning, exercise development, public education, awareness programs, and other emergency management functions.
