What is the selection process?

The Public Works Department follows an established selection process that includes a selection committee and rating system in an effort to mitigate individual biases. Typically, these selection committees include three individuals with the technical expertise to review and evaluate the proposals and conduct interviews; using a standard evaluation form, the review committee submits recommendations to the Project Manager, who makes final selection based on the evaluations and references. Project managers recuse themselves from the selection committee.

Is there additional information that will be provided?

The selected consultants will have access to any information that the City owns that is related to the Project. Background information on the Project can be found here.

Has a design been selected?

The City Council selected a conceptual design upon approval of the Dune & Shoreline Management Plan. However, it is anticipated that community engagement and environmental review, which are included in the request for proposals, will both inform the preliminary and final design of a nature-based solution along the Carpinteria City Beach.

Can the City confirm the page limit?

The request for proposal has a limit of 20 8.5″ x 11″ pages (10 double sided pages). This limit does not include covers, resumes, or table of contents.

Can the City provide clarification on budget?

The City received a grant from the State Coastal Conservancy and is in the process of seeking additional funding, as it is expected that the awarded grant will not cover the entire project cost.

A portion of that funding is dedicated to stipends for historically excluded communities , in the amount of $10,000.
