Community Development

Mission Statement

The Community Development Department (CDD)  will provide proactive customer service to ensure that the physical development of the community enhances Carpinteria’s small beach town character. In partnership with the community, we will promote a high quality of life by consistently and fairly enforcing regulations to preserve neighborhoods, achieve well-designed buildings, and contribute to a safe, healthy, livable and economically prosperous environment.

Planning

The City’s Community Development Department provides planning guidance, development review, and permit issuance for the incorporated areas of the City of Carpinteria.

Building and Safety

The Building and Safety Division provides assistance in applying for and reviewing Building Permit Applications. Building Permits are required for most structures and alterations of buildings, plumbing, electrical or mechanical systems.

Affordable Housing

The Carpinteria City Council recognizes that both California and Carpinteria face affordable housing challenges and that the lack of affordable housing has a direct impact on the welfare of City residents, employees and businesses.

Animal Care & Control

The City of Carpinteria provides Animal Control services within the jurisdictional boundary. The Animal Control services include dog licensing, stray dog pickup, animal keeping permits, and dog bite and dangerous dog investigations. Wildlife and marine mammals concerns are referred to appropriate agencies which specialize in particular species.

Housing

The City of Carpinteria administers a variety of housing related programs which both build new housing and maintain existing housing stocks. The City works to identify potential locations for new or redeveloped housing, assist in development of low and moderate income housing, preserve and enhance existing housing, address constraints to housing development, and to promote housing for all persons.

Oil and Gas Information

The Carpinteria area has a long history with the oil and gas industry. The City of Carpinteria provides regulatory oversight and permit compliance for existing oil and gas facilities. In addition, the City’s Community Development Department provides planning, development review, permit issuance, and permit compliance for any potential oil and gas projects.

Code Compliance

The Code Compliance Division works to investigate, document, and enforce the Carpinteria Municipal Codes, the California Building Code, Health and Safety Codes and various state laws on public and private property. The City of Carpinteria has adopted ordinances to create and maintain a healthy, safe and beautiful environment in which to live, work and play.
