The City of Carpinteria’s Downtown Parking Management Plan provides a
framework for improving the availability, convenience, and efficient use of public parking within the Downtown “T” area.
Prepared by Walker Consultants, the 2026 plan builds upon the City’s 2021 Downtown Carpinteria Parking Study and incorporates updated parking utilization and length-of-stay data collected in August 2025 following the completion of Linden Square.
The plan recognizes that while Downtown Carpinteria has parking available throughout the broader Downtown “T,” demand is concentrated in certain locations and times. In the core parking management area, Walker identified 503 public parking spaces, with overall utilization of approximately 75% during the 2025 observations. However, several locations including portions of Linden Avenue and Parking Lots 1 and 2 experienced substantially higher utilization. The study also found that 35% of vehicles parked in commercial-fronting spaces during the peak period remained parked for more than three hours, reducing availability of spaces closest to downtown businesses for customers and visitors.
Rather than focusing solely on constructing additional parking, the plan emphasizes better management of existing parking resources. The recommendations are organized into three primary areas:
- Parking and Curb Management – Improving turnover and access through time limits, parking enforcement, wayfinding, curb management, and flexible use of existing spaces.
- Transportation Mode Shift – Reducing parking demand by encouraging walking, bicycling, public transit, and other transportation options.
- Parking Capacity – Exploring opportunities to increase the effective supply of parking through improvements to existing lots, reconfiguration of on-street parking, and shared or leased parking.
The Public Facility Site Acquisition/Development Committee reviewed the updated plan and recommended prioritizing several strategies, including adding time limits to parking spaces fronting businesses, improving wayfinding signage to public parking lots, allowing greater flexibility in the use of certain EV charging spaces, redesigning Parking Lot 1, converting selected parallel parking spaces to angled parking, and exploring the leasing of private parking spaces for public use.
The plan also identifies additional strategies for future consideration, including parking permit programs, a potential paid parking pilot in areas with consistently high demand, license plate recognition technology for enforcement, employee transit passes, a potential mobility hub, and improvements to bicycle and pedestrian connections.
The City Council considered the Downtown Carpinteria Parking Management Plan on June 22, 2026. Approval of the recommended strategies establishes policy direction for future downtown parking management priorities; however, it does not authorize implementation of any specific strategy, appropriate funding, or establish an implementation schedule. Future projects and programs will be evaluated based on available funding, staff resources, environmental requirements, and any additional approvals that may be necessary.
