On March 24, 2025, the City Council adopted the City Council Goals and Priorities for Fiscal Years 2025/26 and 2026/27, establishing a clear roadmap to guide the City’s work over the next two years.
This Strategic Plan webpage represents a significant evolution from past planning efforts. Created as a public-facing, interactive resource, the site is designed to enhance transparency, accessibility, and community engagement. Here, residents, businesses, visitors, and anyone interested can explore the City’s strategic goals, track progress, understand challenges, and see how priorities align with the City’s long-term vision.
Each of the City’s five departments has a dedicated page that provides a clear snapshot of its adopted goals and initiatives. Department pages include concise highlights from each reporting period, detailed goal sheets organized by program and available in PDF format, and an interactive tool that allows users to quickly find topics and goals that matter most to them.

City Council Goals and Priorities
Primary Goal #1
Enhance Public Outreach, Education, and Transparency
Priorities:
a. Strengthen communication and engagement tools, with an emphasis on reaching youth seniors and the Spanish speaking community.
b. Provide staff support and resources for City Council-led community outreach initiatives.
c. Enhance partnerships with community organizations.
Primary Goal #2
Maintain a Small Beachside Town
Priorities:
a. Strengthen regional collaboration with the County and other regional agencies on planning and policy affecting the Carpinteria Valley and greater South Coast.
b. Advance and sustain comprehensive long-range planning initiatives.
c. Preserve neighborhood character and community livability, and address housing affordability.
Primary Goal #3
Enhance Quality of Life for Residents
Priorities
a. Maintain and improve high-priority public infrastructure.
b. Enhance existing and explore new recreational and community engagement opportunities.
c. Improve pedestrian, bicycle, and ADA accessibility while enhancing mobility options for all residents.
d. Uphold community standards through proactive education and compliance efforts.
e. Invest in City staff and organizational excellence.
f. Strengthen community institution collaboration.
g. Support a balanced economy through a broad range of employment opportunities, business support strategies, and housing options for all income levels.

Maintain the Fiscal Sustainability of the City
Priorities:
a. Explore ways to enhance and diversify revenue streams.
b. Ensure efficient operations of the City.
c. Drive cost recovery through targeted initiatives.
