The City of Carpinteria administers a variety of housing related programs which both build new housing and maintain the existing housing stock. The City works to identify potential locations for new or redeveloped housing, assist in development of low and moderate income housing, preserve and enhance existing housing, address constraints to housing development, and to promote housing for all persons.
The City of Carpinteria does not manage or develop affordable housing. If you are interested in finding rental or for-sale housing, please contact a local realtor, property management company or find available housing through advertised listings. If you are interested in a Section 8 housing voucher, please contact either the County of Santa Barbara Housing Authority or City of Santa Barbara Housing Authority.
Housing Element
State law requires the City to update its Housing Element, part of the Coastal Land Use Plan/General Plan, every eight years in periods called “cycles.” Carpinteria is currently in its 6th Cycle Housing Element.
Rental Housing
Tenant Protections
In September 2023, the City Council adopted a Just-Cause Eviction ordinance to provide tenants with additional protection against unwarranted evictions, in addition to the protections offered by State law. The ordinance text is available to view here and can also be viewed in the City’s municipal code in Chapter 7.04.
The ordinance requires relocation assistance payments to qualified tenants in the event of a no-fault, just-cause eviction. Resolution No. 6290 (2/12/24) sets this payment amount at two month’s rent or $6,500, whichever is greater.
Renter resources
The City of Carpinteria contracts with the Santa Barbara Rental Housing Mediation Program (RHMP). The program provides tenant-landlord mediation services, information on both tenant and landlord rights and responsibilities, and referrals to additional resources and social service agencies. They serve Spanish-speaking residents, seniors, disabled persons, single parents, students, and more. Please visit their website for contact information, hours, and more services offered.
